मेक इन इंडिया के प्रति मोबाइल कंपनियों का मोहभंग?

नई दिल्ली: क्या पीएम मोदी का ड्रीम प्रॉजेक्ट मेक इन इंडिया अपनी चमक खोने लगा है? मोबाइल फोन मैन्युफैक्चरिंग के मामले में तो कम से कम ऐसा ही लगता है। फाइनैंशल एक्सप्रेस में छपी एक रिपोर्ट में कहा गया है कि भारत में मैन्युफैक्चरिंग इकाई या असेंबली की स्थापना के लिए सभी स्थानीय मैन्युफैक्चर्रस को जो 11.5 टैक्स लाभ दिया गया था, सुप्रीम कोर्ट ने उसे खारिज कर दिया है।

बजट में वित्त मंत्री अरुण जेटली ने भारत में निर्मित मोबाइल फोनों के लिए एक्साइज ड्यूटी 1 फीसदी कर दिया था जबकि सीवीडी यानी काउंटरवेलिंग ड्यूटी (किसी सामान के आयात पर वसूला जाने वाला ड्यूटी चार्ज) को बढ़ाकर 12.5 फीसदी। इस तरह देश के बाहर बने मोबाइल पर भारत में बने मोबाइल की तुलना में 11.5 फीसदी ज्यादा ड्यूटी चार्ज लगता। यह चीज बड़ी स्मार्टफोन कंपनियों को भारत में अपने मैन्युफैक्चरिंग प्लांट को स्थानांतरित करने हेतु प्रेरित करने के लिए काफी थी।

1 मार्च को सेंट्रल बोर्ड ऑफ एक्साइज ऐंड कस्टम्स ने एक नोटिफिकेशन जारी किया था जिसमें उल्लेख किया था कि केंद्रीय वैट क्रेडिट का लाभ नहीं लेने की स्थिति में एक्साइज ड्यूटी 12.5 फीसदी और सीवीडी 1 फीसदी देना होगा। अब सुप्रीम कोर्ट ने फैसला दिया है कि चूंकि आयात करने वाले स्थानीय सप्लायर्स की तरह ही केंद्रीय वैट क्रेडिट का लाभ नहीं उठाते हैं इसलिए उनके साथ भी स्थानीय सप्लायर जैसा व्यवहार किया जाना चाहिए।

सुप्रीम कोर्ट के इस फैसले के बाद जो कंपनियां भारत में मोबाइल मैन्युफैक्चरिंग पर विचार कर रही थीं, उनको बड़ा झटका लगा है। हवाई के प्रवक्त ने सुप्रीम कोर्ट के फैसले को हतोत्साहित करने वाला बताया है। वहीं माइक्रोमैक्स ने कहा कि घरेलू मैन्युफैक्चरिंग में इसके गेम प्लान में कोई बदलाव नहीं होगा और हम अपनी रणनीति पर अमल करते रहेंगे।
